Carlos Evans is the Director of the Office of Environmental Quality & Sustainability. Mr. Evans is an environmental attorney with two decades of experience negotiating complex environmental enforcement actions and providing legal and policy advice on matters related to environmental enforcement, rulemaking, and permitting actions. He was previously an Assistant Regional Counsel at the U.S. Environmental Protection Agency (EPA), Region 6, where he negotiated and resolved Clean Air Act enforcement actions. Prior to this, he provided legal and policy advice on issues of national significance as an attorney advisor in the EPA Office of Site Remediation Enforcement and Office of Policy in Washington, D.C. Mr. Evans also worked with the White House and EPA Administrators Lisa Jackson and Gina McCarthy to advance environmental justice, Title VI of the Civil Rights Act of 1964, smart growth, and pollution reduction from freight transportation.
Mr. Evans is an adjunct professor who teaches an environmental sustainability and resiliency course for Tulane University’s School of Professional Advancement. He is married with two children.
