Rachel Gray is a dedicated public servant whose work is grounded in a sincere love for humanity and a deep commitment to community well-being. With 24 years of service in Shelby County government, she has built a distinguished career as a leader, advocate, and change agent focused on improving quality of life through education, environmental stewardship, and public service. Rachel currently serves as Manager of Environmental Sustainability for the Shelby County Health Department, Environmental Health Services & Sustainability Division. Her role reflects the core principles that have guided her career: a belief in the power of education to effect positive social change, a commitment to equitable community advocacy, and a dedication to sustainable practices that protect public health. In this capacity, she has successfully led initiatives designed to endure beyond her tenure, including the ongoing installation of an air monitoring station to measure carbon monoxide and ozone levels in a community that has historically faced elevated health risks from environmental pollutants. Throughout her career, Rachel has held leadership roles across multiple areas of county government, including the Shelby County Sheriff’s Office, the Office of the Mayor, and Parks & Neighborhoods. In addition, she has served as an Adjunct Instructor, further demonstrating her commitment to education and lifelong learning. Her work consistently bridges policy,
community engagement, and practical implementation, ensuring that initiatives are both impactful and sustainable. Rachel Gray is a doctoral candidate in the Leadership program at the University of Memphis. She holds a Bachelor of Science in Mathematics/Computer Science and a Master of Science in Administration from Central Michigan University. Her research interests include adult and community education, environmental sustainability, sustainable practices, global citizenship, U.S. governmental relations, and social programs. Through both her scholarship and professional practice, Rachel remains focused on empowering communities and advancing solutions that promote health, equity, and long-term resilience
