David advises companies intersecting with the government on energy, environmental, safety, and tech issues. His experienced serving in more than a dozen presidential and gubernatorial appointments makes him uniquely positioned for industries facing government investigations, regulatory hurdles, or complex litigation. Most recently, David served as Senior Advisor, Executive Counsel to the Chairman, and Acting Managing Director of the U.S. Chemical Safety Board, where he oversaw all aspects of the agency’s response to our nation’s chemical accidents and incidents. Previously, he served as a Deputy Associate Director at the United States Office of Personnel Management (OPM), where he led nationwide policy for the federal senior executive service and performance management for all federal employees in what is considered the world’s largest policy shop of any type. After law school, David served as a Louisiana cabinet official and built a robust practice as a litigator at a private law firm in New Orleans, Louisiana. He is a veteran of the United States Marine Corps infantry, and his decorations include the Afghanistan Campaign Medal with two Bronze Service Stars.
